IMRA and ESCs
The Instructional Materials Review and Approval (IMRA) process ensures that instructional materials are reviewed and, if approved, made accessible to educators and students. Education service centers (ESCs) are essential partners in the review process. ESCs can find resources and information about their role in the IMRA process in the following sections:
IMRA Requirements for ESCs
In support of the IMRA process, ESCs are required to do the following:
- Designate one staff member who will supervise the digital instructional materials access submitted for a given IMRA cycle and publish a news release notifying local school systems about the availability of instructional materials.
- Provide in-person public access (upon request) to instructional materials under consideration for approval by the State Board of Education (SBOE), as well as instructional materials already approved.
- Notify TEA of any irregularities of missing information in pre- and post-approval instructional materials.

2025–27 IMRA Support Grant
Established by TEA, the IMRA Support Grant facilitates the successful implementation of the IMRA process by enabling key activities that help ensure HQIM are identified, reviewed, and, when approved, made available for use across Texas.
ESCs participating in the 2025–27 IMRA Support Grant are currently leveraging these supports to execute annual IMRA reviews effectively. The grant enables ESCs to
- Provide and collect feedback on quality rubrics.
- Verify completed evaluations of IMRA review.
- Upload evaluation reports to the IMRA website.
- Confirm changes to instructional materials through the review process.
- Conduct outreach to support and promote the use of IMRA reports.
is leading the fiscal and operation coordination of the following outcome-driven investments:
- Access to HQIM,
- Engagement of expert reviewers and stakeholders, and
- Enhancement of rubric effectiveness and IMRA process efficiency.
Continuation grants are anticipated annually through the 2026–27 school year, contingent on grantee performance and funding availability.

The following information provides important dates for ESCs to know regarding IMRA Cycles 2025 and 2026.
November 18–21, 2025
- TEA presents final IMRA Cycle 2025 review reports and public feedback to the SBOE.
- SBOE takes final vote on materials.
March 23, 2026
- One complete, post-approval program submission for IMRA Cycle 2025 that incorporates all required corrections, editorial changes, and new content is due to TEA.
April–May 2026
- IMRA Cycle 2025 Confirmation of Changes
Important Dates | IMRA Cycle 2026
December 12, 2025, at 11:59 p.m. CST
- Responses to RFIM Cycle 2026 Form B and attachments due to TEA.
January 16, 2026, at 11:59 p.m. CST
- Last day for publishers to voluntarily withdraw from IMRA Cycle 2026.
January 26–30, 2026
- SBOE meets and may vote to require additional programs to the list of those being reviewed for IMRA Cycle 2026.
February 4, 2026
- TEA notifies publishers of selection. Publishers with programs not selected are released from IMRA Cycle 2026.
March 27, 2026, 5:00 p.m. CDT
- Pre-approval Instructional Materials Access is due to TEA and to each of the 20 Education Service Centers (ESCs).
April 10, 2026, 5:00 p.m. CDT
- Final standards alignment correlations, and implementation quality section of quality rubric correlations are due to TEA and each of the 20 ESCs. ESCs must notify TEA of any irregularities in sample materials submitted by publishers.
May 2–5, 2026
- TEA hosts the IMRA kick-off meeting with the IMRA reviewers.
May 5–August 2, 2026
- IMRA Reviewers continue conducting reviews asynchronously.
August 31, 2026
- Close of the public comment period for programs in IMRA Cycle 2026.
August 31–September 4, 2026
- SBOE hosts a public hearing on materials being reviewed.
- TEA presents preliminary reports on all IMRA Cycle 2026 programs, including public comments and reviewer feedback.
November 16–20, 2026
- TEA presents final review reports, recommendations, and public feedback to the SBOE.
- SBOE takes final vote on IMRA Cycle 2026 materials.
March 22, 2027
- One complete, post-approval program submission for IMRA Cycle 2026 that incorporates all required corrections, editorial changes, and new content is due to TEA.
